Chronology Lens is the selected Archive v11 direction. Evidence Relay and Record Dossier remain preserved concepts; Archive v2–v10 remain historical design sources.
The Harbor Ridge photo-rich Education v11 source is canonical. A successful build that serves the older Education source is drift and must fail route-marker verification.
Utilities v3 is canonical at its dedicated route. The former redirect to Government is obsolete. Utilities belongs in desktop navigation, mobile navigation, footer, Industries overview and organization schema.
Financial Services v3 replaces the two oversized illustration rows with sector-specific evidence exhibits. Financial Services v2 remains preserved in design history.
Adding Utilities to shared navigation is Level 3 structural impact because `site-src/partials.mjs` renders across the site. Page-level work must not silently include this class of change.
GitHub PRs are experiment records; Cloudflare branch deployments are immutable previews; a GitHub Action detects structural impact and claims-sensitive changes; visual evidence is attached to the workflow; this file records durable decisions. Do not introduce a separate React/API/database control plane unless this model demonstrably fails.
